Nope, PA doesn't recognize ordination unless they have a congregation and regular meeting times. This is as of last year, I believe, so relatively new law.

Okay, that _sucks_. And it looks to me like a deliberate move to stop what the Universal Life Church is trying to do, too...

Yeup! BUT they did institute the Self-Unification license to help out those who are not guided by a state recognized religion.
As long as you didn't get that license already, you just ask for it when you get it and you'll be fine with whoever you want (or nobody) performing the ceremony.
