It's this stuff! Literally just shredded old jeans & stuff, felted together into sheets. Mostly it's shredded really small but sometimes you get recognizable pieces; there was part of a belt loop in one of the bits I put up recently. Nontoxic, no itch, not hard to cut with a pair of half-decent scissors, very easy to use.
